Henry Roberto Cuellar is the U.S. Representative for Texas's 28th Congressional District, a Democrat first elected in 2004 and serving his eleventh term. A Georgetown University graduate with multiple advanced degrees including a law degree and doctorate from the University of Texas, Cuellar served in the Texas House of Representatives and as Texas Secretary of State before his congressional election. He represents a South Texas district stretching from San Antonio's suburbs through Laredo along the U.S.-Mexico border. Known as one of the most conservative House Democrats, Cuellar was indicted in May 2024 on federal bribery and money laundering charges related to alleged influence-peddling for Azerbaijan and a Mexican bank, which he denies. He was reelected in 2024 with a narrow margin despite the indictment and sits on the House Appropriations Committee. In December 2025, President Trump pardoned him.
