James Walkinshaw is a Democratic U.S. Representative from Virginia's 11th District, elected in a 2025 special election.
James R. Walkinshaw is the U.S. Representative for Virginia's 11th Congressional District, serving since September 2025 following a special election. Born in 1982 in Arlington County and raised in Prince William County, Walkinshaw graduated from New York University in 2005 with a B.A. in politics. He served as chief of staff to Congressman Gerry Connolly from 2009 to 2019, gaining extensive knowledge of federal policy and constituent services. In 2019, he was elected to the Fairfax County Board of Supervisors representing the Braddock District. Following Connolly's death from esophageal cancer in May 2025, Walkinshaw won a 10-candidate Democratic primary with 60 percent of the vote in June and defeated Republican Stewart Whitson with approximately 75 percent in the September general election. He represents a heavily Democratic Northern Virginia district covering most of Fairfax County, and focuses on federal worker protections, national security, and regional transportation infrastructure.
