Jim Costa is a Democratic U.S. Representative from California's 21st District and ranking member of the Agriculture Subcommittee on Livestock, Dairy, and Poultry representing the San Joaquin Valley.
James Manuel Costa is the U.S. Representative for California's 21st Congressional District, a Democrat first elected to the House in 2004 and currently serving his eleventh term in the 119th Congress representing a San Joaquin Valley district centered on Fresno and Merced. Born in Fresno to a Portuguese-American farming family, Costa earned a political science degree from California State University, Fresno, and served more than two decades in the California Legislature before entering Congress. He serves on the House Agriculture and Foreign Affairs committees, with significant influence as ranking member of the Subcommittee on Livestock, Dairy, and Poultry. Costa is a leading voice for dairy farmers and row-crop growers, co-chairs the Congressional Portuguese American Caucus, and has been vocal on dairy trade issues, particularly concerning commitments under the United States-Mexico-Canada Agreement.
