Joseph Donald Courtney is the U.S. Representative for Connecticut's 2nd Congressional District, a Democrat first elected in 2006 serving his tenth term representing eastern Connecticut including Groton, New London, and Norwich. A graduate of Tufts University and the University of Connecticut School of Law, Courtney practiced law and served in the Connecticut House of Representatives before entering Congress. He is a senior member of the House Armed Services Committee and Ranking Member of the Seapower and Projection Forces Subcommittee, which he chaired from 2019 to 2023. As a leading advocate for submarine production at the Electric Boat shipyard in Groton, he has been instrumental in securing naval commitments and funding. He also sits on the Education and Workforce Committee and focuses on rural healthcare, dairy farming support, and higher education access.
