Troy Downing is a Republican U.S. Representative from Montana's 2nd District, Air Force veteran, and former state auditor.
Troy Downing is the U.S. Representative for Montana's 2nd Congressional District, a Republican elected in 2024 succeeding Matt Rosendale representing the eastern two-thirds of Montana including Billings, Bozeman, and Great Falls. A U.S. Air Force veteran who served in Afghanistan as a combat search and rescue officer, Downing studied applied mathematics and computer science at New York University and founded WebCal, a web calendar company later acquired by Yahoo. He was elected Montana State Auditor and Commissioner of Securities and Insurance in 2020, serving one term before running for the House. In the 119th Congress, Downing serves on the House Financial Services Committee and the House Small Business Committee, focusing on agriculture, energy, veterans issues, and financial regulation.
