To amend the Foreign Intelligence Surveillance Act of 1978 to authorize civil actions against persons who aid or abet violations under such law, and for other purposes.

This bill expands criminal and civil liability for violations related to electronic surveillance under the Foreign Intelligence Surveillance Act of 1978, including by making civilly liable a person who knowingly aided or abetted such a violation.
